Private Consulting Engineer Practice

Southeast LA and MS

Provides traffic and transportation engineering expertise to the public /engineers on land use impact and other traffic issues.  The primary focus provides expert witness assistance in Traffic engineering/ Highway engineering /Accident reconstruction to attorneys for cases in Federal, State and Local courts.

Traffic Engineering Supervisor (Retired)

Jefferson Parish Department of Engineering

Managed a staff of 50 administrative, engineering, and shop personnel with materials and a fleet to perform the responsibilities of the Division to provide a safe and efficient roadway system.

Traffic Engineer

Jefferson Parish Department Of Public Works

As an assistant to the Traffic Engineering Supervisor, Mr. Robert performed professional engineering analysis through field observation and research of Transportation/Traffic Engineering matters.

Acted as primary representative for litigation management of TED and some Public Works matters in tort liability cases, assisting Parish and contract attorneys with deposition and trial testimony both expert and informational.

Highway Engineer

First Lieutenant, U.S. Army, Washington, D.C.

At the headquarters level MTMC acted as staff action officer in support of the Highway Systems, Traffic Engineering, and Transportability Engineering portions of the DOD Highways for National Defense Program.

Tulane University

Civil Engineering Department

Part-time student employee member of a Tulane accident investigation team for a Federal Government research project to determine the multi-disciplinary cause of accidents.

Master of Engineering and post-graduate degree work

Performed while at George Washington University (1973-1975) and primarily Tulane University (1975-1980). Emphasis is placed on transportation-related topics such as planning, traffic engineering, highway systems, pavement designs, mass transit ,etc, with a secondary emphasis on business-related topics such as information systems, organization behavior/theory, and financial accounting.

B.S. Civil Engineering (ABET approved curriculum) Tulane University

Attended U.S. Army Transportation Officer Basic Course entailing Army general and transportation related procedures.

Taught the required ABET Transportation Civil Engineering block to undergraduates. This included basic traffic engineering operation/design and principles in accident analysis and safety.
